Do you really think Dixon needs a claimer rule for the clone class? I see the logic on the dirt tracks where payouts seem to be the norm. But for a club trophy? How sad is that?

Valve lash is normal maintenance on any 4 cycle. I have seen it change throughout the day. It also can be different depending on who is doing the setting, and their experience level. This is instrumental for a well maintained engine.
I also don't understand why the claimer issues came up. I also need to know whether or not it is applicable (enforceable) to NFRA clones in its 2009 race series.

NFRA doesn't have a claimer rule in any of the classes. You can find them at the NFRA website.

Sort of...
If one enters "Club Class XYZ" then yes, the club rules rule. If one enters as an NFRA class then the class rules (tech, points, etc.) are per NFRA. The implication is the NFRA class racer would not be eligible for club points and prizes (e.g. trophy) in Club Class XYZ.
So far there has been no overlap between the club classes and those in the NFRA. The clubs have followed the NFRA rules. At some point, hopefully, 4 cycle will grow and the clubs will have 4 cycle class(es). Even then our choices will be the same: run per the club, run the NFRA class as separate, or not run at the club.
