The tires you refer all have inside mounting diameters of 5 inches. The fronts are 4.5/10.0-5 and the rears are 6.0/11.0-5. The measurements you stated are the tread width.
Front - If you already have a kart then you will need to know if your front wheels mount on a spindle (i.e., one big nut holds it on), or onto a hub (i.e., three nuts holding it on).
If you have a spindle you need to know if it is 17mm or 5/8. If it is a hub you need to know standard or metric pattern.
Rear - If you already have a kart then you will need to know the hub bolt pattern. If you do not have the bubds you can buy the hubs and wheels at the same time making sure they match up. You will need to know the size of the axle 40mm, or 50mm.
Where are you located?

Fronts - 130mm for 4.5" tires and most rain tires
Rears - 180mm (or 182mm) for 6.0" tires
one other thing to be aware of is some chassis have their own stud pattern (thinking CRG and GP - but some higher-spec Intrepid too?)
