This is from my clone motor is it from valve float?

Kinda looks like rust around a spot-weld. Valve float is normally associated w/ valve springs not able to close fast enough at higher RPM's. Those marks are not centered in the rocker cover, so guessing that's not the culprit. Do you have an over-sized cam in the motor (higher lift than legal) or rockers w/ a ratio that is greater than stock?
