Regarding rules, we say on our website that we follow IKF rules regarding engine with any NFRA variations called out on the website.

8.1.1. MG Red tires. <<< WRONG!
8.2. Engine Tech Inspection, Rules
8.2.1. Per IKF 2013 for Briggs World Formula. <<< Only 2 years off ;-)
Unless anyone has any objections, I think we should stay as close as we can to the IKF rules.

What about altering those IKF rules on the required clutch. I would get rid of the premier piece of junk.

We have talked about switching clutch, but Noram have been very helpful and are addressing any issues we have had in the field with the Titan clutch. Rather than open a can of worms with different clutches, something else to tune, additional expense, we're sticking with the 'spec' clutch. Once you get these set up correctly they should be smooth and low maintenance.
If you have a particular issue with the Titan, I would be interested to hear what it is.
