So I ran the engine at Redding and it performed without a hitch. Now I take it to Davis and it misses at full throttle, mid-range, and severely fouls the plug black. I check the float and it is about 3mm off from spec.
I don't know if it changed since Redding, but I never changed the float level before so it is as it came from the builder.
Because these are neoprene, rubber, or some type of non-metal float, I wonder if they are prone to soaking up fuel and becoming not as buoyant.
I changed the float level, completely cleaned out the carburetor and found nothing other than level of float. I will test and see if it runs. If it does then the float was the issue.

Go to the Briggs & Stratton Racing site, News. They issued a revised carb tuning guide in December.

I wish they would highlite what they changed. I see nothing different from the one I have at home. I will check tonight, but my recollection is none of the settings are different.

Float changes were the cause of the prior failure. Adjusted them for the PC races and the engine and carb worked flawlessly. I wish I performed flawlessly.
